HR/ Payroll Manager

Job Description

City Hill Construction, Inc. is currently looking for an HR/Payroll Manager. We are a growing site work and excavation company in western NY, and we have an excellent opportunity for an experienced HR/Payroll professional to join our team and build out our internal HR and payroll function. The ideal candidate will have solid experience running payroll for a construction or field-based workforce, be organized, detail-oriented, and comfortable handling confidential information with discretion. This role will manage weekly payroll (including certified payroll for public works projects), employee onboarding, benefits administration, and day-to-day HR compliance, while working closely with ownership on developing our HR infrastructure as the company continues to grow.

 

Responsibilities:

  • Process weekly payroll accurately and on time, including certified payroll reporting for prevailing wage/public works projects
  • Maintain employee records, personnel files, and HR documentation in compliance with state and federal requirements
  • Administer employee benefits, including health insurance and 401(k) enrollment
  • Manage new hire onboarding, including I-9 verification, new hire paperwork, and orientation
  • Track and administer PTO, holiday pay, and other leave programs
  • Ensure compliance with NY State labor law, wage and hour regulations, and workers' compensation requirements
  • Support recruiting and hiring efforts, including job postings and coordinating interviews
  • Serve as a point of contact for employee questions related to pay, benefits, and policies
  • Assist with unemployment claims, workers' comp claims, and related documentation
  • Partner with ownership to build out and refine HR policies, procedures, and employee development programs
  • Maintain confidentiality of sensitive employee and company information

 

Skills:

  • Strong working knowledge of payroll processing and payroll software
  • Familiarity with certified payroll and prevailing wage requirements a plus
  • Working knowledge of NY State employment law and HR compliance requirements
  • Excellent organizational and time-management skills
  • Strong attention to detail and accuracy
  • Effective written and verbal communication skills
  • Ability to handle sensitive and confidential information with discretion
  • Proficient with computers, payroll systems, and standard office software

 

Requirements:

  • Prior experience in payroll processing required; construction industry experience preferred
  • Prior HR experience preferred
  • Associate's or Bachelor's degree in Human Resources, Accounting, Business, or related field preferred, or equivalent work experience
  • Strong interpersonal skills and a professional, respectful manner with employees at all levels
  • Ability to multi-task and meet deadlines in a fast-paced environment
  • Self-motivated with the ability to work independently and as part of a team
  • Represent the company in a professional and respectful manner
